  1. New Telecom policy aims at doing away with roaming fees.. Distinction f local & STD calls will vanish as d policy aims at 1 nation-one license regime.
    NTP-2011 will also chalk out an exit policy for operators who want to surrender their licenses thereby giving needy operators access to spectrum and helping the Exchequer earn more revenues.

  2. Salient features of the New Telecom Policy announced in October 2011 includes.
    1> Free roaming anywhere in the country.
    2> Retaining same phone numbers across service providers in the country.
    3> Within country all call regarded as Local. No concept of STD.
    4> A single licences for Telecom operators within country. Concept of licence to parts of country vanish.
    5> Spectrum allocation would be delinked from licences and Spectrum would be made available at market-determined prices.

    According to me none of these will help country economically. But surely points 1,2 and 3 help mobile users.

These policies come under some pressure or just next ot the major scandal and there raises the doubts of another scandal and the Corporate Honchos lobby for not to implement such policies as policies like NTP will have a negative impact to a greater extent on their profit margins. Policy makers should be strong enough to implement it at the earliest and should not give much room in these cases.

  4. The New National Telecom policy at Large:

    Pro’s:

    1) Increase in rural teledensity from the current level of around 35 to 60 by the year 2017 and 100 by the year 2020

    2)Provide affordable and reliable broadband on demand by the year 2015 and to achieve 175 million broadband connections by the year 2017 and 600 million by the year 2020 at minimum 2 Mbps download speed and making available higher speeds of atleast 100 Mbps on demand.

    3)To create fund to promote indigenous R&D, IPR creation, entrepreneurship, manufacturing, commercialising and deployment of state-of-the-art telecom products and services

    4)Strive to create One Nation – One License across services and service areas.

    5)Achieve One Nation – Full Mobile Number Portability and work towards One Nation – Free Roaming.

    6)To reposition the mobile phone from a mere communication device to an instrument of empowerment that combines communication with proof of identity, fully secure financial and other transaction capability, multi-lingual services and a whole range of other capabilities that ride on them and transcend the literacy barrier.

    7)Ensure adequate availability of spectrum and its allocation in a transparent manner through market related processes. Make available additional 300 MHz spectrum for International Mobile Telephony (IMT) services by the year 2017 and another 200 MHz by 2020.

    8)Encourage adoption of green policy in telecom and incentivize use of renewable resources for sustainability.

    9)Protect consumer interest by promoting informed consent, transparency and accountability in quality of service, tariff, usage etc.

    10)Achieve substantial transition to new Internet Protocol (IPv 6) in the country in a phased and time bound manner by 2020 and encourage an ecosystem for provision of a significantly large bouquet of services on IP platform.

    11)To make efforts to recognise telecom and broadband connectivity as a basic necessity like education and health and work towards ‘Right to Broadband’.

    12)To delink spectrum in respect of all future licences. Spectrum shall be made available at price through market related processes.

    basically, If all this factors happen in reality then it wl giv rise to a large amount of investment in India.we will be having a secure, reliable, affordable and high quality converged telecommunication services workable anywhere 24X7.
    Concerns of operators, infrastructure providers, equipment vendors and VAS players hav been addressed to a large xtent in the New policy!
    A concept introduced That of RIGHT TO BROADBAND seems ncouraging nd d ministry is wrking in this regard!

    Con’s:

    However key issues like spectrum pricing, allocation of spectrum in future and much awaited framework for M&A are not made crystal clear by the Telecom minsitry which is a matter of concern!

    Factors like Abolishment of roaming will have a negative impact on the Telcos in the long run!

    Right now we have 22 circles of 2G and 3G together, will be having a differnt expiry time in differnt circles. so that would be a hurdle!

    Spectrum pricing and allocation is not clear so which means the Spectrum act is not concrete as such!

    Converting 22 circles into a single PAN India licenses would be difficult!

    So as my view and findings go.. this is also a game(Congress) plan for forthcoming 4 major states Elections including UP(Major state to decide power) and 2014 elections and to wash their Dirt from hands and from hearts…!!!
